Congressman Pete Stauber (MN-08) sent a letter to the Honorable Dominic LeBlanc, Canada’s Minister of Public Safety, Democratic Institutions, and Intergovernmental Affairs, seeking clarification after hearing reports that Canada has paused Remote Area Border Crossing (RABC) permit renewals and applications.
“Once it was reported that Canada paused RABC permit renewals and applications, I began hearing from a number of constituents who are rightfully concerned that this will limit access to loved ones and property across the border,” said Stauber. “The relationship between Minnesota and our neighbor to the north runs deep, so I urge the Canadian government to provide more clarity on how this pause will impact those who use the RABC program.”
The program allows American citizens to enter Canada at certain remote locations without reporting.
This allows many Minnesotans to easily recreate, visit family, and properly maintain their property north of the border.
In an effort to clear up any confusion, Stauber’s letter asks the Canadian government to outline their plans for the RABC program: “While my office has received communications from Spokespersons Karine Martel and Luke Reimer denying these claims, CBSA officials in Thunder Bay confirmed these reports. Because of this inconsistent information, my constituents are rightfully concerned about the future of their permits and investments.
Considering this confusion, I respectfully request that you answer the following questions: 1. How long will the RABC program be undergoing review? a. When can my constituents expect their applications to be processed?
2. Is it anticipated that the review will cause delays and disrupt the routine activities of my constituents? a. If so, how will you communicate with my constituents to let them know of the delays and disruptions? b. Further, how will my constituents receive access to Canada in remote locations during this delay?
3. During this review, is the RABC program at risk of being terminated? a. If so, what alternatives is the CBSA considering for its replacement? b. Does the CBSA plan to collaborate with the Department of Homeland Security on these alternatives?
4. Would you commit to releasing a public statement clarifying the recent confusion regarding the status of the RABC?
I understand the RABC program regularly undergoes review, which may delay the renewal process. However, unnecessary delays in the application renewal would be counterproductive to the prosperity of both of our nations. I hope we can continue to work on these issues in the future for the betterment of both of our nations.
