Jail, sex offender registration for former school aide

An Ely woman must serve 90 days in jail and enter into a sex offender treatment program as part of the terms of a sentence stemming from a felony conviction for soliciting a child to engage in sexual conduct.

According to court records, Victoria Scarbrough, 41, was sentenced on May 20 at State District Court in Virginia.

A third-degree criminal sexual conduct charge and two other charges were dismissed, but Scarbrough was convicted on a felony count of soliciting a child through electronic communication to engage in sexual conduct.

A 15-month prison sentence was stayed for three years in lieu of the 90-day confinement at the St. Louis County Jail, and three years of supervised probation.

The probation includes numerous terms, including no contact with the victim, registration as a predatory offender, no use of controlled substances and chemicals, and no access to internet without prior approval.

The charges were filed roughly a year ago and Scarbrough was arrested after being alleged to have engaged in sexual penetration with a juvenile.

A former employee of the Ely schools, Scarbrough was placed on administrative leave in 2023 and later resigned over what school officials described then as a “legal matter.”

In March, 2023, she was arrested on a felony charge of depriving the rights of a custodial parent and causing a child of being a runaway. That arrest came after the disappearance of a juvenile female who was subsequently located.

The sexual assault charges and a gross misdemeanor charge of providing alcoholic beverages to a minor were later filed.

A criminal complaint filed by the Ely Police Department with county prosecutors outlines the allegations against Scarbrough.

Ely police made contact with a juvenile, who alleged a sexual relationship with Scarbrough that started in January, 2023. The juvenile told police the acts occurred at Scarbrough’s Ely home.

According to the complaint, the juvenile was listed as a runaway in March, 2023. The juvenile was later located at Scarbrough’s home and had neck marks that allegedly came from Scarbrough.

The juvenile told police that Scarbrough provided her with alcohol on visits to her home, and that they would text and use messaging services to each other, including Scarbrough sending photos of her unclothed chest.

According to the complaint, the juvenile said she felt “pressured” by Scarbrough, who would turn conversations to be sexual in nature According to school board minutes, Scarbrough had worked as a paraprofessional in the Ely district from November, 2019, until her resignation in February, 2023.
