AN ORDINANCE OF THE CITY OF ELY, MINNESOTA,
AMENDING CHAPTER 10, SECTION 10.01 REGULATING STORAGE, DEPOSIT, AND DISPOSAL OF REFUSE

THE COUNCIL OF THE CITY OF ELY DOES HEREBY ORDAIN:
SECTION 1 Chapter 10, Section 11.01, of the City Code of the City of Ely, Minnesota is amended to read as follows:
SEC. 10.01. STORAGE, DEPOSIT AND DISPOSAL OF REFUSE .
Subd. 1. Definitions. The following terms, as used in this Section, shall have
the meanings stated:
A. “Refuse” means and includes all drained organic material resulting from the preparation of food and spoiled or decayed food from any source, bottles, cans, glassware, paper or paper products, crockery, ashes, rags, and discarded clothing, tree and lawn clippings and solid market and industrial wastes.
B. “Commercial establishment” means any store, restaurant, gas station or business, either retail or wholesale, operated for profit.

CALL TO ORDER: Mayor Novak called the meeting to order at 5:30pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, D.Forsman and Mayor Novak
ABSENT: None

APPROVAL OF MINUTES:
Debeltz/D.Forsman moved to approve the minutes from the April 4, 2017 Regular Meeting. Motion Carried Unanimously.

ADDITIONS OR OMISSIONS TO AGENDA:
Addition 10. E. 13th National Prescription Drug Take Back Day Saturday April 29th from 10am-2pm at the Ely Police Department
Addition 13.C Approve Pengal’s Basswood Trading Co. Commercial Rehab Loan for 137 E Sheridan St to do store front repair including shingles, windows, door trim for $15,000 pending receipt of proper paperwork and fees and direct Attorney Klun to work with the applicant and to proceed with the loan processing.
Items A and B were added without objection.

The Ely Planning Commission will hold a public hearing

The Ely Planning Commission will hold a public hearing on May 17, 2017 at 5:00 pm in the 2nd Floor Council Chambers of City Hall for the issuance of an Interim Use permit and Variance to Nick and Mary Wognum, for construction of a garage to be located at 240 E Wilson Street, from the date of IUP issuance until such a time when the property changes ownership. Per City Code 11.40, List of Permissible and Conditional Uses, this proposed use would NOT normally be allowed within an R-1, Single Family Residential Zoning District. The Ely Planning Commission will hold a public hearing on May 3, 2017 at 5pm in the Council Chambers of City Hall for the issuance of an Interim Use Permit for the Jake Forsman Memorial Car Show and Burnout Competition. The event will take place on October 21, 2017 from 8am till 6pm, on Chapman Street from 1st Avenue East to 3rd Avenue East including 2nd Avenue, South of the Fire Hall and North of the Chapman/Harvey Alley. These sections of roadway will be closed to traffic during the event. Board of Appeal and Equalization for the City of Winton

Assessments
This may may affect your 2018 property taxes.

The Board of Appeal and Equalization for the City of Winton will meet on May 2, 2017, 10-11AM, at the Winton Community Church, 341 N. Main Street, Winton, MN. The purpose of this meeting is to determine whether property in the jurisdiction has been properly valued and classified by the assessor.
If you believe the value or classification of your property is incorrect, please contact your assessor’s office to discuss your concerns. If you disagree with the valuation or classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. The board will review your assessments and may make corrections as needed.

Omission: 8.A Recommendation from the Airport Commission to enter into new contracts with Jim Preblich dba J&A Enterprises as Fixed Bases Operator (FBO) and Operations Services Agreement (OSP) with the change in the FBO Agreement Section 2.A Fuel Sales to read that the flowage fee for Jet Fuel Only be $.75 per gallon

Strategic Planning Session March 13, 2017 (Bd approved 4-10-2017)

A strategic planning session was held at 4:00 p.m. in the Memorial Media Center,
Ralph Brauer was the facilitator. The following were present: Anne Oelke, Molly Olson,
Jim Lah, Tom Omerza, Ray Marsnik, Julie Hignell, Jeff Sundell, Kevin Abrahamson,
Megan Anderson, James Pointer, Jeff Jankowski, Penny Jankowski, Scott Kellerman,
Kathy Udovich, Jason Kelley, Heidi Mann.
On the agenda: 1. Opportunities/threats; 2. Goal Setting; 3. Summarize
One goal was set as follows: As it relates to facilities; ISD No. 696 intends to maintain
safely, efficiently, and responsibly, its buildings and grounds.
The next session will be held on Monday, April 10, 2017, at 4 p.m. in the
Memorial Media Center.
