CALL TO ORDER: Mayor Novak called the meeting to order at 5:30pm.

PRESENT: Council members A.Forsman, Debeltz, Callen, D.Forsman and Mayor Novak
ABSENT: Council Members Kess and Omerza

APPROVAL OF MINUTES:
Debeltz/D.Forsman moved to approve the minutes from the December 19, 2017 Regular Meeting. Motion Carried Unanimously.

ADDITIONS OR OMISSIONS TO AGENDA:

MAYOR’S REPORT
Proclamation Nation School Choice Week January 21-27, 2018 – to be posted at City Hall
Proclamation Northland 300 Day January 25, 2018 – to be posted at City Hall and Mayor Novak will be at their opening ceremony on January 25th to read the proclamation.
Council Members to various Committees for 2018- Mayor Novak suggested that the council look over the list and it will be discussed at the next meeting.

CONSENT AGENDA:
Debeltz/D.Forsman moved to add item G to the Consent Agenda approving in kind services from the City of Ely to plow the upper and lower lots of the Pioneer Mine area. Motion Carried Unanimously
Motion to waive readings in entirety of all ordinances and resolutions on tonight’s agenda
Approve to call for sealed bids for 2018 legal newspaper.
Approve advertising for open committee seats
Approve staff to attend 2018 Minnesota Municipal Clerks Institute April 30 – May 4, 2018 in St. Cloud, MN.
Approve having a parade for the Northland 300 on January 25, 2018 at 9am and 7pm from the Trezona Trail Parking Lot to the Grand Ely Lodge on Pioneer Road.
Approve staff to attend What you need to know for the 2020 Census: Organizing a Complete Count meeting through the League of Minnesota Cities
Approve in kind services from the City of Ely to plow the upper and lower lots of the Pioneer Mine area.
Debeltz/D.Forsman moved to approve the Consent Agenda items A-G. Motion Carried Unanimously.

Employee Relations
Debeltz/D.Forsman moved to approve the recommendation from Employee Relations Committee to start the process to request the position of Planning and Zoning Administrator to be transferred from AFSCME. Motion Carried Unanimously

Planning and Zoning Commission
Callen stated some upcoming Planning and Zoning issues will be rezoning of the Hospital from P-1 to potentially changing it to R-2 and rezoning the area where Rural Living Environments might go from M-1 to R-2.

DEPARTMENTAL REPORTS:

Fire Chief
Chief Erchull talked about the fire at the Grahek Apartments and stated that if it was not for the quick attack with the Hummer and the 250 gallons of water that was put on the fire initially the fire could have been much worse. Thanks to everyone that helped with the situation it was a group effort. Chief Erchull also stated that the Ely Fire Department was dispatched at 5:00pm, the 1st Unit, the Hummer, left the hall at 5:03pm and was on scene at 5:05pm.

Library Director Heinrich gave an update of the upcoming events at the library which can be located on the Library Website.

CLAIMS FOR PAYMENT:
City and EUC claims for January 2, 2018 – $7,315.52
RAMS 2018 Membership Dues - $700.00
Northland Trust Services Bond Payment Series 2014A for $195,226.25
Debeltz/D.Forsman moved to accept the Claims for Payment Items A-C. Motion Carried Unanimously.

OLD BUSINESS:

NEW BUSINESS:
Debeltz/A.Forsman moved to approve the 2018 official city depositories: Wells Fargo Bank, Frandsen Bank & Trust, Boundary Waters Bank and 4M Fund. Motion Carried Unanimously.

A.Forsman/Debeltz moved to designate the City Clerk as responsible authority to oversee non-audit audit services. Motion Carried Unanimously.

Debeltz/D.Forsman moved to approve Resolution #2018-001 authorizing City officials and staff to attend meetings outside of Ely. Motion Carried Unanimously.

A.Forsman/Callen moved to approve partial payment estimate #4 for the Chandler Area Improvements/Pioneer Road Improvements Project for $4,987.50 to Quam Construction Company, Inc. Motion Carried Unanimously.

PUBLIC HEARING
January 9, 2018 –City Hall, Council Chambers

Call to Order:
Mayor Novak Called the public hearing to order at 5:00pm

Roll Call:
PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, D.Forsman and Mayor Novak
ABSENT: None

Purpose: This Hearing will be held to discuss and to hear public comment on the two requested street vacations.

Vacate a public right-of-way described as a platted but unbuilt alleyway parallel to Ahola Street and Forest Street bounded by Lots 2-8, Block One (1) Maki Addition on the north and bounded by Lots 9-15 Block One (1) Maki Addition on the south.

Vacate a public right-of-way described as a platted but unbuilt roadway identified as the portion of Harvey Street lying between 17th Avenue eastward to 19th Avenue, in the plat of Robins Garden to Ely.

Any vacation shall reserve utility easements in favor of the City of Ely.

Mayor Novak opened the meeting up for any comments.

Ken Hegman stated that he would appreciate anything the City can do in the area of the 17th Avenue and 19th Avenue since his property has a dead end water line.

John Scholz stated that no utilities go through the area of Harvey Street between 17th Avenue to 19th Avenue.

Mike Banovetz stated that by vacating these streets the taxes for these properties will increase.

Attorney Klun stated that the Planning and Zoning Commission reviewed and approved the requests of these street vacations. There has been nonuse of these areas for a long time and the city does not plan on developing these areas.
