CALL TO ORDER- Mayor Novak called the Regular City Council Meeting to order at 5:30pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, D.Forsman and Mayor Novak
ABSENT: None

APPROVAL OF MINUTES:
Debeltz/D.Forsman moved to approve the Minutes from the July 6, 2017 Regular Meeting. Motion Carried Unanimously.

ADDITIONS OR OMISSIONS TO AGENDA:
Addition 9. B.i. Hiring Adam Borchert as Police Officer contingent on passing psychological and physical, and background
Addition 10.D. Dedication Ceremony for the Vets Memorial August 12, 2017 at 2pm
Addition 13. H. 37th Annual Blueberry Arts Festival- 2017- Work Request for City Workers
Addition 13. I American Cancer Society Relay for Life - August 11, 2017 – In Kind Services

MAYOR’S REPORT
Mayor Novak reminded groups that might ask the city for a donation next year to get their requests in for budget purposes.

CONSENT AGENDA:
Debeltz/ D.Forsman moved to waive readings in entirety of all ordinances and resolutions on tonight’s agenda. Motion carried unanimously.

COMMITTEE REPORTS:
Standing/Special
Projects Meeting
D.Forsman/Debeltz moved to approve the recommendation from the Projects Committee to authorize the Clerk to have the obstruction placed in the Alley Right of Way removed behind the Ely Theater and any costs incurred will be assessed to the property. The property owner and tenant were given until July 3 to remove. Motion Carried Unanimously.

Donald G. Gardner Humanities Trust
Callen reported that the Donald G. Gardner Humanities Trust will be having Breakfast in the Park from 10am-Noon on August 5, 2017, everyone is welcome.

Lodging Tax Report
Mayor Novak reported that the Lodging Tax is down 14% as of May 2017.

Planning & Zoning
Callen reported there will be a Public Hearing tomorrow July 19, 2017 for the Mike Motors Conditional Use Permit.

DEPARTMENTAL REPORTS:
Clerk-Treasurer
Langowski stated that the water line project in Chandler will be starting at the end of this week. This will affect Finn Hill, Klondike, down to the Waste Water Treatment Plant. Temporary water service will be available, but some planned outages will happen.
Reminder Pioneer Road is CLOSED. Please follow the signs it you live on Pioneer Road.

Fire Chief

Library Director
Library Director Heinrich gave an update of the upcoming events at the library which can be located on the Library Website.

Police Chief
Omerza/Debeltz moved to hire Adam Borchert as Police Officer contingent on passing psychological and physical, and background check. Motion Carried Unanimously.

City Attorney
Omerza/Debeltz moved to approve the LELS Contract and have the Mayor and Clerk sign the contract. Motion Carried Unanimously.

City Engineer

COMMUNICATIONS:
Correspondence from MPCA about the delayed reissuance of Water Treatment Plan Surface Discharge General Permit
Correspondence from St Louis County regarding a Public Hearing for the proposed zoning change in the Town of Morse.
City of Ely’s response to the Rezone in the Town of Morse- 115.78 acres
Dedication Ceremony for the Vets Memorial August 12, 2017 at 2pm

CLAIMS FOR PAYMENT:
Debeltz/D.Forsman moved to approve the City and EUC claims for July 18, 2017 for $473,284.80. Motion Carried Unanimously.

Debeltz/D.Forsman moved to approve the 2016 Connector Taxiway Estimate #8 for $168,974.52 to Hoover Construction. Motion Carried Unanimously.

Debeltz/A.Forsman moved to approve Catz Billiards and Blues Pool Hall/Billiard Hall License Pending proper paperwork and payment. Motion Carried Unanimously.

Kess/Debeltz moved to approve Calhoun Companies proposal to market the Community Center for potential sale with the amendment that it will be in the City’s best interest to sell. Motion Carried Unanimously.

Debeltz/D.Forsman moved to approve Resolution 2017-019 Resolution Authorizing Application of Ruffed Grouse Society Crazy Flight Chapter to Apply for Raffle Permit. Roll Called: A.Forsman-Yes, Kess-Yes, Debeltz-Yes, Omerza-Yes, Callen-Yes, Mayor Novak-Yes, D.Forsman - Yes Motion Carried Unanimously.

Kess/A.Forsman moved to approve Resolution 2017-020 Resolution Opposing the Rezoning of 115.78 Acres in the Town of Morse
Mayor Novak stated that the Spaulding Area within the City of Ely is the adjacent property owner to this property.
Langowski stated that three residents from the Spaulding area sent in letters in opposition to the rezone, and Tim Riley the Planning and Zoning Administrator went to the hearing with a letter of opposition from the city.

Debeltz/D.Forsman moved to approve the Donation Agreement for Solar Array and Electric Vehicle Charging Stations with Minnesota Power. Motion Carried Unanimously.

Debeltz/A.Forsman moved to cancel the Study Session on July 25, 2017. Motion Carried Unanimously.

Debeltz/D.Forsman moved to approve the 37th Annual Blueberry Arts Festival- 2017- Work Request for City Workers. Motion Carried Unanimously.

Debeltz/D.Forsman moved to approve the American Cancer Society Relay for Life - August 11, 2017 – In Kind Service. Motion Carried Unanimously.

A.Forsman/Debeltz moved to postpose the discussion on the proposal from John Ott to Acquire the Pastika Property until the next Council Meeting. Motion Carried Unanimously.

A.Forsman/Debeltz moved to approve the Equipment Replacement of the JD 410 Back Hoe – and Recommend the bid be awarded to Ziegler Cat for a new 2017 CAT 430 F2 at $101,150. Motion Carried Unanimously.
