Regular Meeting Ely City Council – Ely City Hall, Council Chambers

CALL TO ORDER Mayor Novak called the meeting to order at 5:30pm.

PRESENT: Council members A.Forsman, Kess, Debeltz, Omerza, Callen, D.Forsman and Mayor Novak
ABSENT: Council member Debeltz

APPROVAL OF MINUTES:
D.Forsman/A.Forsman moved to approve the minutes from the February 21, 2017 Public Hearing, the February 21, 2017 Regular Meeting and the February 28, 2017 Study Session. Motion Carried 6-0-1 with Debeltz absent.

MAYOR’S REPORT
Mayor Novak proclaimed that April is Sexual Assault Awareness Month.
The City of Ely received a Certificate of Appreciation from the Pink Riders. They had a benefit at the Grand Ely Lodge and raised money for Breast Cancer.

CONSENT AGENDA:
Motion to waive readings in entirety of all ordinances and resolutions on tonight’s agenda
Recommendation from the Park and Recreation Board to approve the Recreation Center Security Proposal from Custom Theaters for $10,795.68.
D.Forsman/Callen moved to approve the consent agenda items A and B. Motion Carried 6-0-1 with Debeltz absent.

COMMITTEE REPORTS:
Kess reported that he was voted in as president for RAMS for the 2nd year.

Omerza reported that the library will be closed on April 11th and 12th for their annual inventory. The Arrowhead Library System has a new online catalog.

Callen reported on the two up-coming Public Hearings one for Crapola Fest and one for the re-zoning of a couple parcels on Conan Street on March 15, 2017 starting at 4:45 pm

Mayor Novak state that he will be attending Broadband day on the Hill on March 15, 2017 with Al Forsman, Heidi Omerza, John Fedo and Harold Langowski. Mayor Novak stated he will be staying a couple days more to lobby at the capital. Mayor Novak also stated that he will be going to Washington DC the week of March 20th to make the rounds at the capital.

DEPARTMENTAL REPORTS:

Community Center
Langowski stated that the Community Center had some water damage from the roof drains; the City is working with the League Insurance.
D.Forsman/Omerza moved to approve the Time and Material Estimate from ServiceMaster Recovery Management for $22,695.74. Motion Carried 6-0-1 with Debeltz absent.

Fire Chief

Library Director
Library Director Heinrich gave an update of the upcoming events at the library which can be located on the Library website.

Police Chief
Kess/D.Forsman moved to hire Christian Michael Deinhammer as a Police Officer pending physical, psychological evaluations and background checks. Motion Carried 6-0-1 with Debeltz absent.

City Attorney
Korpi Trust 501c3 Request
A.Forsman/D.Forsman moved to proceed with the 501c3 Application for the Korpi Family Trust.
A.Forsman stated that the taxes we paid in the first year for this trust will pay for the costs of the 501c3 Application process.
Motion Carried 6-0-1 with Debeltz absent.

A.Forsman/D.Forsman moved to approve the 2017-2022 Stony River Fire Contract. Motion Carried 6-0-1 with Debeltz absent.

D.Forsman/A.Forsman moved to approve the 1st Reading of Ordinance No. 313, 2nd Series, An ordinance of the City of Ely Minnesota, adding to the Ely City Code, Chapter 20, Section 20.1.20, and Entitled Zoning Map Amendment. Motion Carried 5-1-1 with Kess abstaining since he owns a property in the Ordinance and Debeltz absent.

D.Forsman/Kess moved to approve the 1st Reading of Ordinance No. 314, 2nd Series, An Ordinance of the City of Ely, Minnesota, Amending Chapter 20, Section 20.2 Sales of Land City Code of the City of Ely. Motion Carried 6-0-1 with Debeltz absent.

COMMUNICATIONS:
2017 League of MN Cities/ Green Step Cities Sustainable City Award
MN Historical Society has awarded a Minnesota Historical & Cultural Heritage Grant in the amount of $9500 to the City of Ely for the Ely Reconnaissance Survey.

Omerza/D.Forsman moved to approve the 2nd Reading of Ordinance No. 312, 2nd Series: An Ordinance of the City of Ely, Minnesota, Amending Chapter 11, Section 11.40 Regulating List of Permissible and Conditional Uses. Motion Carried 6-0-1 with Debeltz absent.

NEW BUSINESS:
A.Forsman/Omerza moved to approve Resolution #2017-007 Resolution Supporting State Funding for Voting Equipment Replacement. Roll Called: A Forsman-yes, Kess-yes, Omerza-yes, Callen-yes, D.Forsman-yes and Mayor Novak-yes
